INCLUDING is a Cluster of RN practitioners, operators/managers of training facilities, demonstration sites, and testing workbenches and innovation developers (academia, research centres, industries, SMEs) structured in order to provide affordable RN resilience through advanced managing of training infrastructure and better integration of innovative solutions and methodologies in prevention and response systems for enhancing the safety of European citizens.

Istituto Affari Internazionali (IAI) is a private, independent non-profit think tank. IAI promotes the understanding of international politics through studies, research, meetings and publications, with the aim of fostering the opportunities of all states to move towards the direction of supranational organization, democratic freedom and social justice. IAI is part of a vast international network, and interacts and cooperates with the government and its ministries, European and international institutions, universities, major national economic actors, the media and the most authoritative international think tanks.
IAI Security Programme analyses several and complementary aspects of internal and international security. Research activities consider reciprocal connections between security and a range of elements, including: national and European security strategies, crisis management, civil protection, critical infrastructures, civilian capabilities supporting European external action, dual use technologies, chemical biological radiological and nuclear (CBRN) sector, and the new challenges of food security. The Programme focuses on national and European levels, as well as on regions of interest for the EU. Its analyses deal with institutions, policies, decision-making, organizational and operational aspects, technological Research, Development and Innovation (R&D&I) issues as well as the related market. The researchers participate in European research consortia composed by various stakeholders, produces studies, reports and academic publications. It manages practitioners’ platforms in order to organize seminars and interviews aimed at contributing to the formation and implementation of security policies, and their related investments, at national and European levels. The Security Programme has developed in years a wide-ranging network in Italy and in Europe with universities, think tanks, industries, small and medium enterprises, and practitioners from various agencies and institutions dealing with security. In particular, the Programme constitutes a unique specialization in Italy by participating in the Sixth and Seventh EU Framework Programmes for research and innovation, in Horizon 2020, in European and Italian platforms on R&D&I in the security field.
Established as an autonomous Programme in 2018, it conducts its activities in close synergy with the Defence Programme. In doing so, it relies on IAI’s 50 years long tradition of research activities with a close attention to security developments at national, regional and global level.

Activities in Including

IAI is a Leader of Work Package 3 - Training gaps analysis and scenarios development. IAI is leading Task 3.1 - Evolution of RN hybrid threat. A review of RN events with a specific focus on RN emergencies linked to intentional and terroristic (or potentially terroristic) activities will be conducted. The review will feed the assessment of strengths and weaknesses in the whole crisis management cycle (from Prevention to Recovery).
IAI will also contribute to Task 6.3 - Funding watch for training facilities and other stakeholders.
